While attending the Tyler-Ruiz heavyweight championship boxing match with his friend Kevin Dunne (Gary Sinise), corrupt cop Rick Santoro (Nicolas Cage) witnesses the assassination of Charles Kirkland, the Secretary of Defense whom Dunne was supposed to be protecting. Santoro takes charge of the case, attempting to track down Julia Costello (Carla Gugino), an attractive young woman who talked to Kirkland just before he was shot. Julia, wounded in the shooting, has taken refuge in a casino, but when Santoro interrogates her he discovers some disturbing facts.
